Úletový popílek v USA není odpad!

 

Kongres v USA schválil novou legislativu, ve které je stanoveno, že energetické produkty (úletový popílek) nejsou nebezpečným odpadem. Zprávu jsme dostali od kolegů z Americké Asociace popílku z uhlí (ACAA) a evropského sdružení ECOBA.

Je to výsledek jednání, které trvalo 2,5 roku. Impulsem pro jednání byl návrh Americké agentury pro ochranu životního prostředí (EPA), aby byl popílek považován za nebezpečný odpad.

On 25th July  2013 the U.S. House of Representatives approved H.R. 2218,
the Coal Residuals Reuse and Management Act. The act was promoted by
Congressman David McKinley. He highlighted the legislation will improve
environmental protections and protect jobs by creating a state-based
program that sets enforceable federal standards for coal ash.

The bill is a product of two-and-a-half years of negotiations with
stakeholders, the states, the Senate, and the administration. It is a
workable solution to coal ash regulation and provides an alternative to
EPA’s 2010 proposal to regulate coal ash as a hazardous waste, which put
hundreds of thousands of jobs in jeopardy and threatened to drive up
electricity and construction costs. Earlier this week, over 200
organizations collectively voiced their support for this commonsense
regulatory solution, joining the broad coalition of stakeholders supporting
the commonsense jobs bill.

Now the act has to be discussed in the Senat. If accepted by the Senate,
tighter controls on fly ash disposal will be implemented but the material
would not be classified as hazardous.
